  1. Concurring opinion:

    1. State the rationale (reason for being) for the protection of civil rights.

In civil law jurisdictions, a civil right is a right or power which can be exercised under civil law, which includes things such as the ability to contract. In common law jurisdiction, the term civil right is distinguished from “human rights” or “natural rights”.

Civil rights are rights that are bestowed by nations on those within their boundaries, while natural or human rights are rights that many scholars claim that individuals have by nature of being born. These rights are to be exercised without limitation by an individual through freedom of speech, of expression, and of press unless proven beyond reasonable doubt that it poses a “clear and present danger” to public welfare, public morals, and public order.

    2. Explain why the rationale is flawed.

The government sometimes takes away the civil rights of people with the reason that you are an adversary or threat to the President. They suspend the writ of habeas corpus which means violation of civil rights is inevitable. Everyone has his own power and rights but the government can suspend them if they want to. Do you think it is fair?

    3. Propose an amendment. Justify your proposal.

Limit the law that enables the government to suspend the writ of habeas corpus by amending it with certain conditions for the law to be viable. The Human Rights Protection Act should be expanded in order to protect its people from violations extensively.

    2. Explain why the rationale is correct.

Every individual has his own certain unalienable rights; and among these are life, liberty, and the pursuit of happiness. His civil rights are bound to be recognized and protected from lawless actions which could endanger his life. The government should not interfere with his freedom unless he poses a clear and present danger to the nation.

    3. Justify why civil rights must be guaranteed protection.

Civil rights define a democratic government. In a democratic government, the people have the freedom of speech and expression. If no freedom is present, therefore there is no democracy; there is no government of the people, for the people, and by the people. Civil rights must have guaranteed protection for they are the lifeblood of the democratic nation. Without these rights, anyone can alienate anyone, and our world will be chaotic.

  2. A. Concurring Opinion

    1. the rational for this is that civil rights are rights bestowed to us by the constitution. its our privilege to exercise this right unless we pose a threat to anyone or our nation.

    2. its flawed because though we entitled to our rights, we are sometimes robbed of the opportunity and freedom to exercise them just for whatever reason the govt justify it for.

    3. the protection of civil rights should be further amended to further protect our people’s civil rights that the govt may not take them without extensive proof of it being abuse or becoming a threat to the nation.

    B. Dissenting Opinion

    1. the rational for this is that civil rights are rights bestowed to us by the constitution. its our privilege to exercise this right unless we pose a threat to anyone or our nation.

    2. its just right that we are given these civil rights for it is truly our privilege to exercise them. without them, our nation would not be truly a democratic country.

    3. civil rights also represents freedom. and since we live in a democratic country, it goes without saying that we are to be entitled with civil rights which gives us the freedom to do things as long as we dont pose a threat to society and to our nation.

  3. Concurring opinion:

This is the protector of our freedom of speech. The democracy in our country allows us to speak freely and at the same time protect us physically and morally. The flaw is that the government abuses its power to make the people silent by making a uniform belief. For this to be effective, each one of us must also know what the limitation of the said freedom is. We could speak all we want but to only and extent so that we cannot damage others.

    Dissenting opinion:

This is the protector of our freedom of speech. The democracy in our country allows us to speak freely and at the same time protect us physically and morally. Due to this power, we could expose the truth. We can bring down abusive people in the government (i.e corrupt officials). Civil rights must stay for it guards us by giving us the freedom of expression and speech.

  4. A. Concurring Opinion:

    1. Civil rights are a class of rights and freedoms that protect the individuals from the government and state power. They are considered to be human rights. The theory of three generations of human rights considers Civil and political rights to be the first generation of rights, from which economic, social and cultural rights and the third generation of rights follow.

    2. The rationale is flawed because other people who take advantage of their rights even though they are not in the position to do so. The people should be responsible for all of their actions.

    3. They should elaborate more on the articles about civil rights because I think it is still not clear for the people. There are still those who abuse others.

    B. Dissenting Opinion:

The theory of three generations of human rights considers Civil and political rights to be the first generation of rights, from which economic, social and cultural rights and the third generation of rights follow.

    2. We are all given equal rights meaning we should treat others equally.

    3. They should not abolish civil rights of speech, expression, the press and association because these protect us not only from the government but also from other people who abuse their power, their money. We are human beings with the abilities to think and react especially whenever matters are not right. These rights help us know facts which the government are trying to hide from us.

    A – Concurring Opinion:

1 – State the rationale (reason for being) for the protection of civil rights.
The rationale for the protection of civil rights is that every single citizen of the Republic of the Philippines has their own rights. Removing their rights is like choking every single citizen to his/her death because our rights keep us alive in this very world.

2 – Explain why the rationale is flawed.

    2. Explain why the rationale is correct.
    >The rationale is correct for we are in a democratic country and civil rights must be exercised freely, without limitations and no one is allowed to intervene on such matter.

    3. Justify why civil rights must be guaranteed protection.
    >Civil rights must be guaranteed protection for it defines that we are in a democratic nation. Thus people exercise their rights freely, a way protecting ourselves from being abused, from other people and from the government itself.

  7. Concurring opinion:

The rationale of the protection of civil rights is to ensure the protection and rights of our Filipino people. It includes those employed in the public and private sectors, to form unions, associations, or societies for purposes not contrary to law shall not be abridged.
The rationale is flawed because as stated in Article III, Section 8 “Civil rights are absolute freedoms”, and as a result many of us abuse this “freedom”.
I think that limiting the civil rights (not to the extent) will help us control those who abuse their freedom.

    Dissenting opinion:

The rationale of the protection of civil rights is to ensure the protection and rights of our Filipino people. It includes those employed in the public and private sectors, to form unions, associations, or societies for purposes not contrary to law shall not be abridged.
The rationale is correct because it honors our rights as a Filipino.
We should not abolish the civil rights because as a democratic country it is one our privilege over other countries.

  8. Concurring opinion:

    1. State the rationale (reason for being) for the protection of civil rights.

    >> Philippines being a democratic country gives us people the right and freedom of responsible expression so as to convey our ideas and sentiments to others.

    2. Explain why the rationale is flawed.

    >> The rationale is flawed because sometimes government overpower us by means of eradicating our very rights to express our beliefs, but behind this facade is for the government to sustain the peace and order of this country.

    3. Propose an amendment. Justify your proposal.

    >>What we need is to be more responsible with every word that we voiced out. We need to be careful and be more sensitive on how others may feel. Just because we were granted with this freedom doesn’t mean we may say whatever we want. We should know our limits and secure truth in every word we utter.

    >> Philippines being a democratic country gives us people the right and freedom of responsible expression so as to convey our ideas and sentiments to others.

    2. Explain why the rationale is correct.

    >>The rationale is correct because we people share different points of view in our life. We are situated in this world different so we see things around us in different ways. This is where freedom of speech comes in. Expressing ourselves to other people, as long as we make sure that we don’t harm their ego and self esteem may be appropriate. In this manner, we become aware and be involved in the world that we are in.

    3. Justify why civil rights must be guaranteed protection.

    >> Civil rights grants protection, In this manner we become aware of our rights as a human being.

  9. A. Concurring

The rationale for the protection of civil rights ensures that people exercise his given right from the day he was born.

This rationale is flawed because most people abuse their “absolute freedom”.

Enumerating the right in the Constitution might help the citizens to know their limits in using their right.

    B. Dissenting

The rationale for the protection of civil rights ensures that people exercise his given right from the day he was born.

The rationale is correct because we are living in a democratic country.

This should not be abolished because this right separate the democratic country from other.

    A. Concurring Opinion

Protection of civil rights. Civil and political rights are considered to be human rights. It ensures peoples’ physical integrity and safety; protection from discrimination; gives individual political freedom, including rights of individuals; and the right to participate in civil society and politics.

The rationale is flawed because the right of an individual may be restrained as determined by the government. For instance, the suspension of these rights might be irrational but implemented because the incumbent officials are twisted and corrupt.

The constitution must be amended to control the power of the government to suspend rights. By specifically vesting this power to the Supreme Court (not to the head of the executive department); it gives assurance that a declaration of such would be just and logical.

Protection of civil rights. Civil and political rights are considered to be human rights. It ensures peoples’ physical integrity and safety; protection from discrimination; gives individual political freedom, including rights of individuals; and the right to participate in civil society and politics.

The rationale is correct. All individuals are given the said rights. But if abused and if it threatens peace and stability, then the government would be forced to suspend these rights to protect the national interest.

When civil and political rights are not guaranteed to all as part of equal protection of laws, social unrest may ensure. To maintain peace and order, civil rights must be guaranteed protection.

  11. Concurring opinion:

The bill of rights protects us from freedom as citizens. This bill gives us the freedom of speech. The democracy that our country enjoys allows us to speak freely with none of our opinions witheld and at the same time protect us physically and morally. The flaw is evident that the government abuses its power to make the people zip their mouths and be silent and putting the truth into the shadows. For this to be relieved, each one of us must also know what the limitation of the freedom starts and ends. We could speak all we want but not in the expense of other people’s rights.

    Dissenting opinion:

The bill of rights protects us from freedom as citizens. This bill gives us the freedom of speech. The democracy that our country enjoys allows us to speak freely with none of our opinions witheld and at the same time protect us physically and morally. Because of this power, we could release the secrets and the truths. We can turn corruption into the ground. Civil rights must definitely stay because it fortifies the freedom of the citizens entitled onto them.

  12. Concurring opinion:
    1. State the rationale (reason for being) for the protection of civil rights.

This provision give protection to the rights of the people which is due them and should not be taken away by anybody or any government by that matter unless in cases of danger. The civil rights are given to any human being and should not be taken away from anyone because that their freedom to exercise.

    2. Explain why the rationale is flawed.

Sometimes rights our abused by people. They are free to use their right but misuse it and abuse their freedom to exercise their right thus affecting other people not to exercise their freedom.
    3. Propose an amendment. Justify your proposal.
There should specifications that abuses should not be made for this right and a strong punishment will be given to those who will disobey.

    2. Explain why the rationale is correct.

It is correct because it gives us the right to speak our minds and to form groups that will fight for our welfare. Because of this we can create true democracy which can resolve our problems through our thoughts. We can say whether an official is not doing their job. It is a tool to protect us from abuse itself.

    3. Justify why civil rights must be guaranteed protection.

Civil rights must be guaranteed protection because it helps us to say what we have seen is not correct and just. From freedom it came and for freedom it should be use but we should not abuse it.

  13. A. Concurring Opinion
The rationale for this is the Philippines is a democratic country. However, we Filipinos were granted of too much freedom. A good example is the Philippine Media. Media has obviously taken control of the minds of most Filipinos. They are the most influential, and most of their dissipated information are false. Too much of this freedom must be controlled. Too much of anything may destroy any one of us.

    B. Dissenting Opinion
The rationale for this is the Philippines is a democratic country. It is a good thing that our calls can be heard. All of the sides may be heard, and the issues connected to these may be resolved fairly. That is why the civil rights of the people should be conserved.

The rationale is correct because it ensures the rights of an individual to express his/ her thoughts freely to the public. It serves as a legal basis that these rights cannot be removed without enough reasons such as danger to the majority.

    3. Justify why civil rights must be guaranteed protection.

The protection of the civil rights must be guaranteed because it is the way wherein a person can express his/ her ideas regarding a certain matter. As mentioned earlier these rights cannot be removed or taken away from a person without enough reasons.

  15. Concurring opinion:

    1. State the rationale (reason for being) for the protection of civil rights.

-The protection of civil rights was created so that the civil right of any citizen to voice his/her political opinion or to form special groups be protected constitutionally as long as it does not impede someone else’s rights.

    2. Explain why the rationale is flawed.

-It is flawed because the conditions to which civil rights may be suspended is not clearly set.

    3. Propose an amendment. Justify your proposal.

-It is correct because it makes the impeding of these civil liberties a criminal offense by law.

    3. Justify why civil rights must be guaranteed protection.

-Civil rights must be guaranteed protection because they are the basis of a democratic government. They allow any citizen to take part in the running of his/her government by expressing his/her opinion.

Every individual has his own certain indissoluble rights which are life, liberty, and the pursuit of happiness. His civil rights are bound to be acknowledged and cosseted from anarchic actions which could jeopardize his life. The government should not obstruct with his freedom unless he poses a lucid and present danger to the nation. Civil rights delineate a democratic government. In a democratic government, the people have the freedom of speech and expression. Civil rights must pledge security for without these rights, anyone can estrange anyone, and the country will be disordered.

  17. A. Concurring Opinion:

The Philippines is a democratic country. The people have the right of freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the Government for redress of grievances according to the concept of democracy.
The rationale is flawed because every person has freedom to express anything, including things that compromise other people’s credibility. The people’s right for assemble and petition is like the people power. When abused, people power can result to chaos and mob power, which is incorrect.
The freedom of speech, press and expression should be limited according to the law.

    B. Dissenting Opinion:

The Philippines is a democratic country. The people have the right of freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the Government for redress of grievances according to the concept of democracy.
The rationale is correct because democracy states that every member of the society has equal access to power, including speech and expression. Democracy constitutes natural justice and the people’s individual physical integrity and safety through equal access in power.
Civil rights should be guaranteed protection because it is considered as human rights and as humans, the people should not be deprived of those rights.

The right is only abridge when there is substantial danger the government has a right to prevent.

    2. Explain why the rationale is flawed.

The rationale is flawed because sometimes the right of speech is abused by the people. Sometimes tend to use it as a defense when they commit such libelous deeds which then cross the rights of others.

The rationale is correct because due to this rights people have equal standings in the country. No people is above the other in terms of this law.

Civil rights must be guaranteed protection because as human being it is just to have an equal human rights for us to be treated as humans.

  19. Concurring opinion:

Civil rights were created for people to have a certain degree of freedom so that the citizens are not blinded and silenced by the law.

    2. Explain why the rationale is flawed.
The rationale is flawed due to the fact that too much information dissemination is bad for the people. Too much information may mislead them to the truth. Also too much freedom of speech is bad because of some people abusing this right. Too much freedom of speech may lead to disputes and misinformation of the citizens.

    3. Propose an amendment. Justify your proposal.
A certain set of limitations should be proposed. People should only have the right to exercise the freedom of speech not to all national issues, only up to some extent. Some people just talk and yet they do not know the whole truth and that is what starts disputes. If they are able to have a say in these issues then might as well let them be the officials.

The rationale is correct due to the fact that people are not blinded by the truth of the happenings and are not silenced if they wanted to express their thoughts and insights on any matter.

    3. Justify why civil rights must be guaranteed protection.
The civil rights must be guaranteed protection because official sometimes use their influence to silence people and in some cases, silence them permanently. The people should have a guaranteed protection so that they will not be afraid to expound the truth to the citizens of the Philippines.

The rationale is to protect people of the nation from abuse. Civil rights protect each and every one of us so that we can express ourselves freely.

    2. Explain why the rationale is flawed.

The law does not always assure our security and protection. There are still limitations in which a person must act. Those who protect us even restrain our freedom to express or worse deprive us of this right. There are some who abuse this freedom.

    3. Propose an amendment. Justify your proposal.

This law should enforce limitations and set of conditions on how and when the people would exercise the civil rights granted to them.

    2. Explain why the rationale is correct.

The rationale is correct, it helps the people express themselves freely, especially in pointing out unfair measures by the government.

    3. Justify why civil rights must be guaranteed protection.

These civil rights should be given protection because it is the evidence of the democracy of the country. Removing these rights would just destroy the freedom in democracy.

  24. Concurring opinion:
    1. State the rationale (reason for being) for the protection of civil rights.

The rationale for the protection of civil right is for anyone to have freedom to whatever they want to do for as long as it do not impose danger to public welfare, public moral, and public order.

    2. Explain why the rationale is flawed.

The rationale is flawed because if everyone has the freedom to speech and expression, they have also the freedom to abuse it.

    3. Propose an amendment. Justify your proposal.

    2. Explain why the rationale is correct.

The rationale is correct because in this democratic government, every single person has the right and the freedom to speak and express themselves freely.
    3. Justify why civil rights must be guaranteed protection.

Truth can set us free but truth can also put us in danger. If you revealed some truth about criminal acts then you will be in danger. This is why this bill is passed to protect us from danger when we are speaking out our opinion and information about something or someone.

Freedom of expression is an inalienable human right that must be nurtured and protected by the state. It is through free debate and free exchange of ideas that gov’t learn of the needs of its citizens and so help them to be responsive to these needs which effect peaceful change.

It is flawed if we consider the Sec.4 only. This is because it is not clearly stated there what the limitations and the guidelines covering this freedom are.

I proposed that these limitations be clearly and specifically defined, because such negligence might cause misinterpretations and might lead to abuse of the right.

    B.Dissenting opinion

Freedom of expression is an inalienable human right that must be nurtured and protected by the state. It is through free debate and free exchange of ideas that gov’t learn of the needs of its citizens and so help them to be responsive to these needs which effect peaceful change.

It is correct because this right is essential to the preservation and operation of a stable democracy.

Civil rights are those rights which the law will enforce at the instance of private individuals for the purpose of securing to them the enjoyment of their means of happiness. They must be guaranteed protection because they pertain to the right to enjoy the natural right of living a happy life possessed by every citizen without being granted by the state.

  27. Concurring opinion:
1.)Civil rights are those that provide liberty on each citizen of the state. With these civil rights come duties and obligations so as to balance the power of every person and for him to avoid its abuse.

2.)The rationale is flawed because some with political powers in the Philippines can heavily benefit more from the said law.

3.)People must know their freedom but must also know the limitations of their freedom. They should know that they are free to do things as long as it abides laws and does not conflict with the freedom of others.

    Dissenting opinion:
    1. )Every person is entitled to freedom and the civil rights help achieve this freedom. Protection of civil rights is enacted so that people will be free of fear that someone might prosecute them for expressing their beliefs.

2.)The rationale is correct because it helps the people to express themselves freely, especially in pointing out unfair measures by the government. There should be transparency in our government.

3.)Civil rights must be guaranteed protection for we are in a democratic nation. Thus people exercise their rights freely, a way protecting ourselves from being abused, from other people and from the government itself.

    __________________________________________________

    A. Concurring Opinion:

The protection of civil rights proves that the Philippines is a democratic country. The freedom of speech is exercised. It is not against the law to speak out one’s opinion.

It is flawed because when someone said something to oppose a certain politician or a political group, he/she might be arrested or be questioned. Yes, there is freedom of speech but, your life might be in danger.

It should be amended that there is no absolute freedom in a society. Anybody may not abuse too much freedom.

    B. Dissenting Opinion:

The protection of civil rights proves that the Philippines is a democratic country. The freedom of speech is exercised. It is not against the law to speak out one’s opinion.

It is correct because speech is bestowed to all humans for communication and expressing one’s thoughts. This will preserve the country’s democracy.

Civil rights must be guaranteed protection so that the democratic government wont change into a dictatorial or a parliament government.

  29. Concurring opinion:

Every man is entitled to freedom and the civil rights help achieve this freedom. Protection of civil rights is enacted so that people will be free of fear that someone might prosecute them for expressing their ideas/beliefs.

The rationale is flawed because the government sometimes takes it away (just like during the Marcos regime). Civil rights help the people achieve their freedom but it doesn’t always guarantee protection from an abusive government.

It should clearly set the boundaries of the people’s freedom to prevent its abuse. And the individuals should be responsible enough to abide by these limitations.

    Dissenting opinion:

Every man is entitled to freedom and the civil rights help achieve this freedom. Protection of civil rights is enacted so that people will be free of fear that someone might prosecute them for expressing their ideas/beliefs.

The rationale is correct because the civil rights help people utilize their freedom without fear.

The civil rights must be guaranteed protection because no one should take away the freedom of another. It will also give an individual the reassurance that no one can condemn him/her if he/she utilizes his/her freedom.

  30. Concurring opinion:

    1. We all live in a democratic country and therefore we have the right to say freely what we want to say, and it serves as our living armor or shield to protect ourselves to be harmed by others whether physically or morally.

    2. The rationale is flawed because sometimes government uses its power under us by means of removing our right to claim what we believed is right, the main reason for this movement of our government its because for our country to have an order and uniform way of living.

    3. Its just that for us not to abused our freedom of speech we must learn in ourselves to know where we should belong, we should know our capabilities and wmost importantly we should know where to place ourselves as long as civil right is concerend in the issue.

    Dissenting opinion:

    1. We all live in a democratic country and therefore we have the right to say freely what we want to say, and it serves as our living armor or shield to protect ourselves to be harmed by others whether physically or morally.

    2. This rationale is correct its because we really have the right to speak and to tell whatever we want to sayas long as we dont degenerate or denegraded other person especially their moral self esteem.

    3. Civil rights guaranteed protection since we are the one who dwells in this body and we are the ones whoi really know what is the BEST for us and this civil rights will serve as our armor against anyone who tries to degenerate our moral dignity.

  31. A. Concurring Opinion

The Philippines is a democratic country and it places its people under its civil rights. The people are given their own freedom and free will to do their own bidding as long as it falls into the moral standard of the society. It gives us the right to what we like to say or do giving us freedom of speech.

The rationale is flawed because sometimes the government abuses the freedom of speech of the people. They control the actions of individuals that would favor the government and make themselves fresh to the public. However this removes the freedom of the people to say what is right and wrong and to give their outright opinion.

A designated limit should be implemented as to when a civil right is to be used so that it will not be abused. Without limitations, there will be many loopholes as to how to use a civil right. Provided with many loopholes, abuse comes into play.

    B. Dissenting Opinion

The rationale for the protection of civil rights is to protect the citizens, specifically every individual from abuse. A civil right is the sole right that makes a person do something freely.

The rationale is correct because a civil right should be innate and cannot be removed. We are given freedom to do what we want since we were born provided that we do it according to what is right.

The civil rights must be guaranteed protection from abolishment and abuse. As this is the right that makes people do something freely from their own freedom and free will.

  32. Concurring opinion:

    1. Since the Philippines is a democratic country, the Bill of Rights of 1987 Constitution gives us the freedom to express ourselves. It is through freedom of expressions and ideas that the government learn the needs of its citizens.

    2. The rationale is flawed because people tend to abuse their rights and to use their rights for their own benefits.

    3. The freedom granted in the civil rights should be lessen. Too much freedom may cause conflict especially with the people who have many ideas but doesn’t benefit more people..

1.State the rationale (reason for being) for the protection of civil rights.
The civil rights is made to ensure the freedom of each and every person and to protect every individual from abuse. It is also the protection of everyone to freely express themselves but without violating the freedom of others.

2.Explain why the rationale is flawed.
Civil rights are essential, but they come with responsibility. Without proper regulation, the practice of civil rights may be abusive. This, in turn can cause an infringement of rights of other people.

    3. Propose an amendment. Justify your proposal.

The protection of civil rights proves that the Philippines is a democratic country. The freedom of speech is exercised. It is not against the law to speak out one’s opinion.

    2. Explain why the rationale is correct.
Civil and political rights need not be codified to be protected, although most democracies worldwide do have formal written guarantees of civil and political rights. This is because civil rights are considered as natural rights; it cannot be taken away from anyone.

    3. Justify why civil rights must be guaranteed protection.
Civil rights give each individual a sense of being themselves through which they decide on how to live on their lives and if it should be removed then there is no sense to creating the government on which their responsibility is to protect the freedom of its citizens.

  34. Concurring Opinion

As a democratic country, the people are under its civil rights. They have their own freedom and free will to do anything as long as it doesn’t endanger the state or the people in it. Although this is in the constitution, one can’t deny that the government does some things that bend this right to their own favor. Others might be threatened, others could have been bribed, some even doing it to earn favors. Adding limitations or adding more laws on which is right or wrong in the law would be a good idea.

    Dissenting Opinion

As a democratic country, the people are under its civil rights. They have their own freedom and free will to do anything as long as it doesn’t endanger the state or the people in it. There may be biases, but it can’t be denied that we must have such laws to express ourselves, or else we are nothing but slaves for the government, and the ideals of a democracy is naught.

  36. EXAM 2.3 – ABOLISH CIVIL RIGHTS OF SPEECH, EXPRESSION, THE PRESS AND ASSOCIATION

    CONCURRING OPINION:

The rationale behind the protection of civil rights is to give the citizens of this country the freedom to express their selves. Even if we have a government that rules above all of us, the people should still have the voice to speak out whenever unpleasant events happen especially when the government is concerned.

The rationale is flawed because there might be a case wherein the complaints are merely accusations. How can we handle this kind of cases that will take time and effort instead of putting this time and effort to more worthwhile issues?

The civil rights should be properly discussed where it sets the boundaries. The right to complain is overly abused in this country.

    DISSENTING OPINION:

Even if we have a government that rules above all of us, the people should still have the voice to speak out whenever unpleasant events happen especially when the government is concerned.

The rationale is correct because the people should speak out if they feel that they have something to say especially when there is something to correct or complain.

Civil rights are guaranteed protection. It is what the people hold on to. The government has the obligation to protect and take care of its citizens. So whenever the people feel that they are being violated by others or even the government itself, they have the right to speak up.

  37. Concurring opinion:

1-Civil rights are freedoms that protect the individuals from the government and state power. Protection of civil rights is also protecting the people. Civil rights are created so that we could have the courage to do what we think is right.

2-The rationale is flawed because sometimes, these rights are exactly the reason of our wrongdoings. These rights are not always for the good for it can be used in a bad way.

3-The description of our rights should be more specific because it is not at all very effective. There are still others who abuse their rights and others who are deprived of their rights. It should be stated in a way that everybody can benefit and that everybody would understand.

    Dissenting opinion:

1-Civil rights are freedoms that protect the individuals from the government and state power. Protection of civil rights is also protecting the people. Civil rights are created so that we could have the courage to do what we think is right.

2-Civil rights serve its purpose: to protect the people. It may not be thoroughly correct, but still it serves its purpose.

3-Though, not all Filipinos are protected by our rights, it is still better to have them than none at all. If we have rights and there are still people who get abused, imagine if there are no rights. It must be protected at all costs. Without it, democracy dies.

  39. Concurring opinion:
Civil rights are fundamental liberties that every person should enjoy as a matter of basic morality, as well as Constitutional protection. There are few exceptions wherein there’s overemphasis in civil rights resulting in more people being deprived of basic human rights. In order to avoid this, it must be noted that in desperately holding on to some freedom, another slave of something bad could be created.

    Dissenting opinion:
Civil rights are fundamental liberties that every person should enjoy as a matter of basic morality, as well as Constitutional protection. It must be a guaranteed protection so that no one could take advantage of situations where there are chances of “normalizing” what is wrong.

    A. Concurring Opinion

“Civil rights are absolute freedoms!” Our nation is a democratic country which gives us people the right and freedom of responsible expression so as to convey our ideas and opinions to others. However, this rationale is flawed because sometimes other people are not so conscious of the words and ideas that they express out. We should be responsible of our actions. even if we have been granted the rights of speech and expression, there should still be control. Remember, with every right comes great responsibility.

    B. Dissenting Opinion

Philippines being a democratic country gives us people the right and freedom of responsible expression so as to convey our different judgments and belief. The rationale is correct because we people share different points of view in our life. We are situated in this world therefore we see things around us in different ways. Each one of us should respect one another’s philosophy in life so as not to give rise to disagreements and pure conflicts. There should be strict implementation on the protection of our civil rights
